How to communicate non-emergency messages after a disaster is one of the main preparedness issues the Safe America Foundation has been working on since 2009. The desire to call loved ones after an emergency or disaster is natural; unfortunately these calls almost always overwhelm service provider capacity. As public safety agencies utilize more and more data rich content such as videos, pictures and audio, they're running into the same issues of "emergency-situation-bandwidth-overload" as the public.
